This strategic initiative aligns with the government’s ambitious master plan for port construction in Vietnam from 2021 to 2030, with a visionary outlook extending to 2050. The proposed Tran De Seaport is poised to play a pivotal role in bolstering the region's maritime infrastructure, facilitating trade, and driving economic growth. The feasibility study will meticulously evaluate the project's technical, financial, and environmental viability, ensuring that the development of Tran De Seaport is undertaken in a sustainable and responsible manner.

Prime Ministerial Decision No. 287/QD-TTg, issued on February 28, 2022, outlines the Mekong Delta’s development plans for the 2021-2030 period and sets a vision for the region up to 2050. This decision mandates that Tran De Seaport be developed into a special deep-water seaport and serve as a key gateway for the region.

c. Investment Incentives and Development Goals
Soc Trang province is actively seeking investors to participate in the Tran De port construction project. To incentivize investment, the province is offering a range of benefits, including a preferential tax rate of 10% for 15 years, tax exemptions for the first four years, and a 50% reduction on taxes payable for the following nine years. Additionally, investors will enjoy exemptions on land and water surface rentals for the entire leasing period. These incentives are designed to attract both domestic and foreign investors to contribute to the development of port infrastructure in Vietnam.
