Reporting to Party General Secretary Tô Lâm and the Central delegation on the scale and progress of the construction, a representative of the Dong Thap Province People's Committee stated that Component Project 1, launched by the Dong Thap Province People's Committee in June 2023, spans approximately 16 km and involves a total investment of 3,640 billion VND. Phase 1 of the project features a four-lane design, with a roadbed width of 17 meters and a design speed of 100 km/h. The implementation period runs from 2022 to 2027. To date, construction progress has reached 49%, with the route expected to be operational by the end of 2025 and fully completed in 2026, in line with the timeline of the My An - Cao Lanh expressway. For the bridge section, the substructure is complete for all 19 bridges, with beams installed for 48 of the 77 spans (covering 2.6 km). The bridge deck has been finished for 41 of the 77 spans, while the road section has achieved 76% completion of wick drain installation and 65% completion of sand preloading.

Party General Secretary Tô Lâm took time to visit, encourage, and present gifts to the construction teams at the site. He emphasized that the Cao Lanh - An Huu expressway project is a vital part of the national road network development plan for the 2021-2030 period, with a vision extending to 2050. The project is expected to meet transportation needs, reduce logistics costs, promote socio-economic development, and strengthen national defense and security in the region. The Party General Secretary urged the leaders of Dong Thap Province to prioritize accelerating progress and called on contractors to devise scientific construction plans to address challenges—particularly the sand shortage—to ensure the project is completed and operational as soon as possible.
